reflashing a 07 usdm wrx?

so from my understanding you cant use 1.3 you have to use 1.28 right? if thats the case where can i get 1.28 i went to the download page tried to download 1.28 installed it and it wont open. if i can use 1.3 some let me know how to do this?

with the tatrix cable i need to also use green connectors right? i'll be able to pull the rom and reflash then right? also anyone have a map they have done my mods are 07 wrx usdm w/ tbe exhaust so stage 2 map (catless invidia dp, invidia g200 ) if adding bigger intercooler will i need to flash again?
