Programming Voltage Too Low
Problem resolved. Issue was software incompatibility. Ecuexplorer would not flash, using Ecuflash immediately rectified the problem. Apparently Ecuexplorer is getting on the old side of things and is a bit glitchy with new hardware. Ecuexplorer still great logging software and great for realtime date with conversions, but I'd use something else to flash.

Tactrix 1.3 cable
Upon connecting the cable, I am able to view the ECU (version, realtime info) and run a test flash with no problems. However, when I actually attempt to flash, the process fails before the flash is attempted with the following error: "Programming voltage too low."
Voltages range from ~4.1 - ~4.5 with jumper connected. I have tried to flash with no jumpers, with the greenies (when I say greenies, I mean the ones under the steering column) connected w/ jumper block, jumper block with no greenies... no change in error message. What very little information I can find on this error message points to a defective cable, but no indication of that exists.
