Difference Between RALLIART FQXXX AND OEM ECUs

I was wondering what is the actually difference between
Ralliart and FQXX and OEM ECU.
Is it just the Maps (ROM software) of is the actually hardware/ECU different
For both EVO 7,8 and 9.
So can a Ralliart Map be flashed onto OEM ECU
and can a FQ XXX be flashed onto a OEM.
