Programming voltage issues

I've searched and read just about every thread containing the word voltage, and tried just about everything in them.

With any sort of jumper flash connector, it reads ~4.14v. Without a jumper, it'll read ~4.35. I've tried resetting the ECU, paperclips, different wires, front of the connector, behind the connector, just about everything and I can't seem to get it to work.

Does anybody have a specific explination of the programming voltage? (ie where it comes from and goes to, if all else fails I'll just run a jumper directly to the ECU pin if I must).

Well, I think I discovered my issue. The cable itself appears to be broken, when I went to reconnect it I noticed a tiny rattle, I wiggled it around and was able to have a tiny metallic pin receptical fall out of the bottom hole where the cable runs through. Upon disassembling the cable, I discovered it came from the black header which connects the front pins board to the rear section.

I'll see if I can possibly repair it myself, or if they'd rather I sent it back how it is. I'll try to get some pictures up shortly, but I'll keep this thread updated incase someone else has a problem like this.

EDIT:

Upon inspecting closer, it almost appears that the center female header filled with solder to the point that no pin could properly be placed in it, and when they pushed the front board in, the pin pushed the entire soldered female receptical out the back-end of the header, breaking it off the PCB.

I've got some bad luck, I can't even fathom the probability of that happening.
