According to these two threads, at least two people have had their CAN ecu (2007 and 2008 LGT) flashed by Subaru.

Does anyone know if this is new flashing hardware that the Subaru dealers are using? Or is it existing hardware?

Subaru dealers are using the SSM3 to reflash those cars. SOA pushed out a quarterly update to the service pack files this past May which included a new PAK file for the 2007-8 LGT.

SOA sells a CD-ROM which includes Windows software and data which can be used to reprogram any 2004+ US Subaru ECU, including CAN ECUs. The CD-ROM is updated quarterly and costs $75+S&H. It can be purchased by calling 1-866-428-2278.

The Windows software on the CD-ROM requires an SAE J2534 compliant device and API. You can buy the necessary device with API for $285+S&H from http://tunertools.com/proddetail.asp?prod=DT-M-ISOCAN.

What all can be done with the software?

Just flash their programs, I would certainly assume! I also assume the ROM file is in there somewhere on the CD and with the software, but probably obfuscated or encrypted inside another file.
