New Kid on the block needs some help :)

Here is what I am up to
I have a chysler town and country, 97 with an OBD2.
First I would like to prefferably build a flash unit to connect to the car, next I would like to get some software to talk with the cars computers and use a lap top... then finally do some troubleshooting and modifying some things if possible.
So if anyone has some good advice on what to build or as a last resort buy for a flasher and then software it would be a great help!
Unfortunately I do not know what is possible to all change on these units....So is it possible to lower the shift points and change the fuel mapping a little bit etc? Last any helpful tips or tricks of the trade would be greatly appreciated!
