School me on wastegate duty

I am slowly learning all aspects of tune, and wastegate duty is something I don't completely understand.... how it affects spool, turbo dynamics, overall functions and limits

or if you could point me to a good read about it, something like wastegate duty 101 for dumbies :D

I got this from the APEX'i manual I own. Is this the same idea for ECU Flash?

Our cars use a single pneumatic boost control solenoid with a PWM control. Wastegate duty is the % on-time for the PWM signal.
