8-bit throttle?

The 8-bit throttle used in the boost and wastegate tables of some of the Euro ROMs looks pretty wacky, unlike the most of the 16-bit which look pretty uniform. I'm having a hard time coming up with a conversion in the XML defs that looks right:

For example:
A4TE001G:
WASTEGATE DUTY
Throttle percentage (X-axis)
25 2F 37 40 48 50 58 AC (hex)
37 47 55 64 72 80 88 172 (decimal)

XMLWRITE has the following output (X/1.699843750000001):
22 28 32 38 42 47 52 101

TARGET BOOST
Throttle percentage (X-axis)
1B 25 2F 37 40 48 50 58 (hex)
27 37 47 55 64 72 80 88 (decimal)

XMLWRITE has the following output (X/1.699843750000001):
16 22 28 32 38 42 47 52

Suggestions? Looks like there is a pattern there, but not sure what.
