hello,
I have a 98 ford contour, utilizing the EEC-V system. what exactly is holding anyone back from reading/programming these systems via openECU/tactrix? is there anything we owners could do to assist in getting fords to work?

I'm not sure these can be programmed over OBDII. Pretty sure there is a connector on the ECU you can tune with, not sure how. Not OP2 though.

EEC-V is a tuneable, not easily though. A few australian guys have it hacked but not using ECU flash, as the OBD2 port was not the flash point.
