Can't write to ECU program voltage out of range

As the title says i am trying to re-flash my friends 02 wrx and i can send the stock map back on but when you try to flash another map on it gives the error of:
program voltage 4.24v
program voltage out of range!

both the test connector and flash block are connected

You might get a multimeter and check the voltage you're getting across the flash connector. You should get close to 12v.

I have the same problem
I searched for it, and it appears that you might need to wire 12v to one of the OBD II wires

do you kno which wire on the OBDII cord...anyway to just run more power to the jumper?

Have you checked the voltage yet with a multimeter? With one probe in each side of the white connector you should read either about +12v or about -12v. I'm not sure off the top of my head if the key needs to be in, turned, or not so you might test putting the key in "run" (but don't start) to be sure.
