Reflashing Mitusbishi Lancer 2006 2.4l 4G69.

Is it possible to find rom & reflash 4G69 to reduce fuel consumption?
May be it is important, when I drive I use cruise control. I would say I use it 75% of the time.
Currently it uses 12l/100km in the city very accurate driving. What I call by accurate driving:
1) Before reaching the crest of the hill I turn off cruise control to reduce speed by 5-10km/h to avoid braking and reduce consumption
2) before lights if I see red immediately I turn off cruise control,
3) when I start usually RPM not more than 2200. In very rare cases when it reaches 2700-3000 ).
If I will drive normal I think it will be 13l/100km.
Consumption measured by refueling tank to the full, made record from ODO, on the next fill up I know how much petrol it used for the distance. So, there's no mistake here.
Currently on the clock 55000km. I cleaned injectors(removed them from fuel ramp and used carburetor cleaner like here http://www.youtube.com/watch?v=VFJlTfHyrUk) but no luck.
