Need some serious help Not your average "No Response" thread

So this is what Im getting when I try to read my ECU

[16:01:40.750] sending init sequence 1 (0001)
[16:01:43.968] sending init sequence 1 (0003)
[16:01:47.187] sending init sequence 1 (FFFF)
[16:01:50.390] sending init sequence 1 (F0F0)
[16:01:53.093] no response to any known code
[16:01:53.093] interface close
[16:02:09.796] Using interface OpenPort 1.3 Universal


And yes this is a common thread here (Ive searched a lot and have read EVERY ONE of them!)

This is the twist.

The car is an 2001 Eclipse Auto (is now a 5 speed) w/ and Evo 8 engine. I had a harness made by Boomslang made to convert to this ECU. I am able to log off the Evo Ecu, am even able to start it (the ECU came with the immobilizer deleted), but I cant seem to read it. Ive tried all sorts of jumping of wires and cant seem to get it to work. Ive re-loaded all the software and still nothing.

I think the problem lies with the flash pin. Im not getting any voltage on my multi reader when I hook it up, but get some on my stock ECU. I tried jumping it to pin 62 on the Evo ECU but still nothing.

check wiring from flash plug to ecu plug , fully charged battery ?
