Only 0,7 bar of boost

i had a small ? problem, i installed a new turbo and also installed a complet new engine. i installed a MD555 Turbo which should be familiar to the garett GT2871r because he used the same AR housing. Now here is my problem, when i push down and try to reache the max boost i came to 0,7 bar and than the engine shakes a lot and it feels like the engine don´t wanne go over 0,7 bar. i hope someone had an idea.
