can read but cannot write

car is a 05 wrx non usdm model,i can read and retrive the rom but when i i cannot write the rom in.Keep saying the voltage is out of range even when i hook up a battery charger.Sometimes it can and sometimes it cannot.

Possibly a dead cable. Try reading the programming voltage; it should be pretty much 12.0V.
You do have the second line-end-check jumper connected, don't you?

which cable are u talking about?all the connectors are hook up and voltage are bout 12.8-13.Sometimes it can write but most of the time it cant.
