target problem...wierd

i had some troubles with making the amount of boost that i want, after playing with the boost targets and wastegate duty cycles i seem to have a grasp on it but heres how it goes

when im already moving in any gear but first...i get 19 psi no spike or bleeding...just tapering like i want
if i nail it from a dead stop or a slow roll (1st gear) i get 10 psi in first (that doesnt surprise me) but in every other gear i only get 15 psi rock steady no spiking or bleeding off just sticks there like glue
has anyone seen this or have any idea what it could be?

started as an xpt base map and modded from there
mods: stage 2
megan racing catless, no cat no muffler exhaust
short ram intake
turbo xs front mount
stock BPV

How much wastegate duty does it show when you hit 19 psi in the first circumstance? What about the second circumstance? What is it compared to your max?

What year and model car?

Do you have a wideband? Can you post logs?
