How can I/Can I permanently turn off DTCs on a USDM Evo 8 like you can on subarus?

If so, what software?

If ECUflash, how?

what do you want switched off , ecu periphery bits can switch most of em off

Cant remember the number exactly. something like P0420

My Innovate says its "Catalytic Converter Efficiency below threshold"

try in ecu periphery faa bits set bit 1 to 0

do you still have the catalytic converter and rear o2 sensor ???? im presuming you have removed the cat and now the rear o2 thinks you cat is goosed . the above switches off the rear o2 sensor but if you need obd readiness for emissions testing there another method

I actually still have the rear O2, I have a high flow cat. cars running on E85.

I have found the availability and pass/fail modification procedure on evolutionm.net

but my car still will throw a P0420 code on the way to the emissions place even with those bits changed, i presume.

try bit 1 in Fca bits also change from 1 to 0
