Can't write to MY02 Impreza

I read the ROM just fine. I can test write to it and that seems to work fine. When I try to write to it, I get a "Program voltage is 4.32 volts" "Program voltage is out of range!" But I don't think it is. I have a charger on the car. I have not checked anything with a volt meter or scope yet, but it cranks over and runs fine. Just won't write.

I did some experimenting, and it appears I can flash the original file, just not one that's modified. I tried several variations, and none would write except the original.

Most likely a flash jumper block broken or missing. On some models this 'pipes through' the 12V flash voltage from the programming cable.
Also if it's an OP1.x cable I've seen a few of those fail. There's a small 12V regulator in there; check if that's working ok.
