If the car currently has Cobb loaded am I unable to flash this ecu? I am going to do a search after this so please dont flame me. I am working on a tight deadline so i figured throw it out there while i search.

The fans are cycling and lights are blinking so i figure i am in test mode and i hit the enter key right after turning the key to ign on.

please help and thanks in advance,

That symptom is indicative of a locked ECU, which is likely if there is Cobb tune in it.
Either get the tuner to unlock it and put the factory tune back in, or if that's not an option, send it to someone to unlock it for you.
