can't communicate with 04 wrx

can't communicate with 04 wrx

i plugged in the jumper block thing, and then read the ecu a couple days ago, so i know it works.

now today, i tried reflashing the ecu since i finished up with my mods. this is what happens

read or write is the same thing. it just won't communicate. whether the jumper block is in or not doesn't matter, same error message. with the ignition off it's also the same thing. is there something i'm missing?
