ECU Explorer/XP download issue

I have repeatedly downloaded the ECU explorer downloads (3, including the setup.exe) to windows XP, but the PDF manual is all I get, and the thing keeps wanting to install even though it says it's already there. Is there some windows setting that is preventing proper installation that I need to know about? I also have a problem with ECUflash, when I try to open it it acts as if it's opening, but then just disappears... I don't have a lot of memory in the PC, but I get no warnings, this isn't an issue?
Or do I need to download from a different site? (I used links in this forum)
