Having trouble downloading the Flashing Software

I am trying to download
Version 1.28 of EcuFlash
Maintenance update Support for Evo 9 and Eclipse/Lancer AT reflashing, additional Evo 9 maps, and small fixes
At first it i figured out that I didn't have a program to open the RAR file, then I downloaded WINRAR and it couldn't open it, i just plat out refused.
I am trying to learn and use this software, how do I do this?
