a quick seach will reveal that 99 ecu is made by JECS and as such is not flashable by the oss tools - the oss tools focus on DENSO ecus as found from the bug eye generation onwards
JECS ecu needs external 12v power raised by an external device at a particular point in the flash process
wire your 99 with a 2000+ecu and flash away
