So I am sitting in my driveway on the laptop trying to figure out WTF my cable wont connect.

I have the newest version of ecuflash and I am trying to connect to my WRX.
Is it possible the cable I have is just for Mitsubishi and not for both Mitsu/Sub?

Correct. Your cable will only work with 32-bit Subaru ECUs and Mitsubishis.

I am going to take a stab in the dark here and assume that the 2004 WRX has a 16-Bit ECU?

I should have kept my other cable.

Yes, 2001-5 WRX models use a 16-bit ECU.
