Want to help my sister with her '99 Outback

I know it's not as sexy but, my sister needs help with her '99 Outback. It's manual, Cali spec.
I bought the 1.3U Tactrix, have downloaded Ecu explorer and all the drivers. I can open Explorer, see the cable but can't for the life of me figure out how to connect to the ECU. I've tried with the green connectors open and connected but the debug panel gives the same reading whether the cable is connected to the car or not. I've used the user's manual to change the com settings with no change.
I'm a mechanic used to using factory type and simple plug and play aftermarket readers so this is real new to me. I'm new to this forum but not forums in general so I know the propper thing is to search first. By searching for two weeks , I've found I probably have a JECS ECU and that those can be logged but I haven't found any troubleshoot for this connection. All I want is to read the freeze frame to figure out why her milage has gone to crap for no good reason. Any help?
