Is there any way to use the cable that comes with this, to driectly connect to a computer. It appears to have some electronics on it. Maybe some kind of converter at the end.

The picture you've linked to is waaay too small to glean any info from. Looking at the Davis website, it appears that their products are designed for snooping rather than pure diagnostics, and thus the hardware contains its own onboard logic and recording systems.

As such, it's unlikely to be any use for SSM. If it does work as a raw ODBII/ISO9141 compliant scantool, you might be able to use it for logging with an Impreza, but ECU downloading/flashing is almost certain to be beyond its capabilities.
