Reflash problem

I reflashed my ecu many times with my cable(1.3), but since a week, I can't no more because of a too low programming voltage(4.0-4.2V)

I tried with a LGT 05 and it worked.(Not the same process for the voltage?)

I have read 4.2V between pin 11 and chassis with green connector pluged and OBDII unpluged and same thing if it is pluged.

My car is a OBS 99 with a swap from a US WRX 04 and i have never had to plug the flash jumper(i don't know if it is there).

So is it my cable or my car the problem?

N.B. This cable is so fantastic, when it work!

Maybe but if it's that, the voltage would be around 9-11V?

And also it starts well, as before.
