Does anybody know if we have the ability to change the VIN that is stored in the ECU? Here in Utah, it is read during an emmisions test and a mis-match results in a failed test.

Are you talking Subaru? I'm not aware of a way to read VIN from Subaru vehicles although I'm sure it must be possible.
Where it is stored and how it is changed varies between manufacturers. Security access is certainly required along with the 'know how'. Not an easy thing. It's not the sort of thing manufacturers would want users to go changing willy nilly for obvious reasons.
