I had remembered reading somewhere about in the USA car manuf's. being required to give infomation regarding the interworkings of thier ECM's to customers upon request, so i sent off an email to SOA reqesting any info they could give out. This is what i recieved:

I forwarded your message to our Vehicle Regulations Department. They
replied with the following information:

1. CA/Federal law requires motor vehicle manufacturers to make
available for purchase all emission-related motor vehicle information that
is provided to their franchised dealerships for 1994 and newer models.

This service information is posted on SOA Service website "Subaru Technical
Information System (STIS)". This site is accessible at
http://techinfo.subaru.com/html/index.jsp

There is a fair and reasonable usage fee, which was approved by EPA. Both
CARB and EPA service information final rules provide exclusions for
proprietary or trade-secret information. ECM and OBD system specific model
information is posted on this site.

2. Subaru dealers replace ECU units in accordance with Subaru of
America (SOA) Service policy. EPA and CA EPA are aware that Subaru is
currently developing a reprogramming system for dealer usage.

3. Subaru received EPA "alternative means" approval in April 2004 for
model years 2005-2007. The generic diagnostic scan tool for engine
diagnostics including the re-initialization cartridge is available thru Blue
Streak Electronics. The Subaru scan tool is available for purchase through
SPX Kent-Moore Corporation, as posted under Frequently Asked Questions on
the Subaru Technical Information System.
