Question about 1999 Subaru Legacy Outback non OBD II

Hi everybody!
I own a 1999 Subaru Legacy Outback with a 2.5 l engine made in Japan for the argentine market. The connector for the Subaru Select Monitor is the same as the OBD II connector, and the pinout is the same as in my Forester 1998 (OBD II compliant ) for the US market. However, there is no sticker under the hood saying the Outback is OBD II compliant. I plugged in my Harrison OBD scanner in the connector and there are no readings, though it works OK with the Forester. Does anybody know of a Subaru Select Monitor emulator that can read fault codes even if the ECU is not OBD II compliant?
